Dr. Howlett is an organization performance management consultant with 35 years of human services, public health and community economic development experience. He was a manager for workforce development and training at the Multnomah County Health Department. He has held associate CEO directorships of Guadalupe Centers, Inc., a large multi-service community action agency and a University of Kansas Medical Center Early Head Start national research demonstration, served program officer stints at the Kauffman Foundation and NeighborWorks America, appointed as a National Urban Fellow executive assistant to the superintendent of Seattle City Light and was as an assistant professor at Kansas State University.
Having championed culturally responsive, equity and inclusion organizational and programmatic excellence throughout his career, Larry evaluates complex diversity, equity and inclusion (DEI) initiatives for private, public and non-profit organizations. He is refining an innovative workforce DEI proprietary tool called the Cross-Cultural Equity Lens (C-CEL) to build on his core organizational development practice for strategic planning, management and key performance measures fidelity.
He holds a doctorate in adult continuing education and master’s degrees in public administration, management, organizational behavior and training with a Bachelor of Arts in Human Resources Management as well as a certificate in project management. He is a certified trainer of Facilitative Leadership. Fluent in Spanish, with reading familiarity in several languages, is constantly improving cultural agility proud of his Black (Missouri), African (Uganda), Latino (Chicano), Native (Cherokee) and European (Irish) ancestry, progeny and extended family.
